
The main functions of the Institute are conducting training programmes, workshop, seminars, awareness campaigns, field studies, along with various research studies, evaluation studies, extending post training guidance, consultancy services, systematic documentation etc. The SIRD Manipur aims at providing these programmes to all level of officials and non-officials functionaries in rural development and panchayati raj/ local bodies at different venues and regions within the State. Of late, the Institute has systematically begun focusing as mandatory core training programmes on the prescribed thrust areas which has been assigned specific MIS Code as per the revised guidelines of NIRD/MoRD, Govt of India vide its letter No: J-11012/2/2010 Trg., dated the 12th January, 2011 that are need-based with a concerted attempt to fulfill the need for building the capacity of the clientele groups in the State.
Keeping in view the RTI Act, 2005 as well as transparency and accountability of the programme performance, the authority of the Institute has developed the following reporting format in conformity with the reporting format prescribed by the Central Ministry along with MIS Code for the training, workshop/seminar, exposure visit, awareness programmes that could provide the details, necessary information and data for further analysis and proper documentation. The layout of the reporting format with its multi-pronged characters which includes mainly (i) thematic area of the programme with MIS Code No, (ii) training duration, (iii) participant strength in number, (iv) total number of session, its quality, (v) evaluation sheet (NIRD-model) with comments from the individual participants, (vi) specific views/ comments from the course director-resource persons etc., were made in the sense that the format could easily assess the quality and quantity i.e., training impact (TIA) and training need (TNA) of the service delivered to the public and also could predict the future need-base training courses in the region or state.
Moreover, the reporting format would be of great help in performing e-evaluation and also in carrying out impact assessment studies through reputed and independent research organisation/institute i.e., third party evaluation (as suggested by the MoRD, GoI), for assessing the effectiveness of the training programmes undertaken by the Institute.
